look at yourself in the mirror do you look 17 if not you probaly have delayed puberty measure your height too. if normal height then your voice might be changing because of the growth hormone but if its that also your penis is small when not erect get it erect if still small go see a doctor please i know you may be embaressed but its the only thing you can do at the moment
