End of my rope!

My ex wife & I share legal & physical custody (60% to her - 40% to me)of our 7 year old daughter. Our judgement was entered 11/01/2005. Since then my ex has allowed her cousin who is accused of 2 counts of lewd & lacivious conduct w/ a minor to move into her home, which has resulted in my daughter having no bedroom or even a bed of her own. She is currently sleeping on the couch. There is also her motherīs boyfriend, their male roommate and her 16 year old son in the home. My daughter is constantly late to school which has resulted in letters being sent to her mother warning her of tardies. Her mother is also frequently out on Wed nights for a weekly poker game which is one her nights with my daughter. This week someone reported her to social services (for what I do not know) and the case has been dropped today. I am also extremely concerned because know she is a heavy drinker and now her 16 year old son has been caught using drugs in the home (acid and cocaine). I would like to be have primary physical custody - my wife and I have a home with no roommates, my daughter has a bedroom here she shares with her sister and I feel we can provide a more stable enviroment. What can I do to try to help my daughter?
