Nephew and neices

I have a nephew and 2 neices that live with their grandparents (my parents)in Texas. My sister, the kids mother, is also living with them at the moment but is very unstable. My parents started taking care of the children when my sister went to prison about 7 years ago. (She´s been out for about 2 years.)They never got legal custody of the children. I think they just had power of attorny while my sister was in prison. My concern is that while my parents are doing a fantastic job of raising the kids, they are both 70 years old and if something was to happen to them the children would end up under the care of my sister who will not be able to properly care for them. I´ve mentioned to my father that he needs to get legal custody so that if something was to happen to either of them they could leave custody to me and my wife but he puts it off, I think, in fear of confrontation with my sister. She would probably freak. She has been diagnosed with mental illness and was in prison for an armed crime involving drugs. Shes also been to to jail for alcohol and drug issues. I guess my question is what can I do to get the ball rolling so if something happens to either or both of my parents I can take custody without having to fight my crazy sister for them. I would like the law on my side when or if the time comes. By the way, I´m in Oklahoma.
