How sex assult statistics might not be correct.

I read somewhere about how sex assult statistics are not very accurate because of how they are obtained and how they can include unwanted touch (like a teen age male hand moving up or down clothing. Not appropriate but not assult.) Can someone? Anyone? tell me were I read this from.
